The National Library in Pristina, Kosovo. Designed by Croatian architect Andrija Mutnjakovic and opened in 1982. Supposedly a celebration of multicultural influences of this Balkan nation and a modern take on the timeless architecture of the Byzantium and the Ottoman empires. Could be, but ugly all the same.
